The company, affiliated with Shenyang Aerospace University, is a scientific research and production unit integrating the research, design, manufacturing, leasing and technical consulting services of oil well cement testing instruments, electronic technology products and various non-standard instruments. It is the first and currently the only state-owned enterprise in China dedicated to the development of oil well cement testing instruments.

The company was established in 1988 under the name of Application Technology Research Institute of Shenyang Aeronautical Engineering . In the same year, the company collaborated with Tianjin Construction Institute to execute the China Torch Program which is a guiding plan for developing China's high-tech industry, and developed China's first pressurized thickening instrument in China. Since then, China has had its own oil well cement testing instruments. In 2009, it developed China's first ultrasonic static gel strength analyzer. In 2022, it was officially renamed Shenyang Aerospace University Application Technology Co., Ltd.
